What the WhatsApp Business API actually costs
Most of what is written about WhatsApp Business API pricing is out of date, because Meta changed the model on 1 July 2025 and a lot of published guidance still describes the old one. Here is the current model, stated plainly, with no product pitch until the end.
Meta charges per message, not per conversation
Meta’s own developer documentation states it directly: effective 1 July 2025, charging is on a per-message basis. Before that date, a single 24-hour conversation window carried one charge no matter how many messages passed through it. That is no longer how it works, and any calculator or blog post still built on conversation windows will give you the wrong number.
Only template messages are charged
You are charged when a template message is delivered. Ordinary messages sent inside an open customer service window, the window a customer opens by writing to you, are not charged at all. This is the part businesses most often misunderstand when they budget, and it usually means the real bill is smaller than the fear.

There is also a free entry point window. Meta’s documentation states that all messages are free for 72 hours, template messages included, if sent inside an open free entry point window, which is opened by a click-to-WhatsApp ad. If you advertise into WhatsApp, this materially changes your cost per conversation.
Then your provider charges you again
Meta’s per-message fee is not the whole cost. Almost nobody connects to the API directly; you go through a provider, and the provider charges a monthly or annual subscription on top, usually per seat. So the honest total is: provider subscription, plus seats, plus Meta’s per-message charges on whatever templates you send. When you compare vendors, compare all three lines, not just the one on the pricing page.
When you genuinely need the API
- You need to start conversations with people who have not messaged you
- You need the official green verified badge
- You send one-time passcodes at scale
- You run click-to-WhatsApp advertising
- Your compliance policy requires a Meta-sanctioned provider
When you do not
If your customers find you, message you first, and your job is to answer them well and fast with a team rather than one person on one phone, then you are living almost entirely inside the free service category. In that case the API’s per-message machinery is capacity you are paying for and not using.
